Role Description


We are looking for an experienced and enthusiastic professional to join our Compliance team at bitFlyer Europe in Luxembourg-City.

As Compliance Officer you will work closely with the EU Head of Compliance and group AML/CFT teams to assess, mitigate and report financial crime risks within bitFlyer Europe. You will work with state-of-the-art systems and tools to investigate unusual customer behaviour and transactions on the Blockchains,
detect, prevent and report any suspicious activities internally and to the Luxembourg authorities, and minimise the financial loss and fraud for our customers and the company.

This position is placed in the 2nd Line of Defence and you are to conduct periodic Compliance monitoring and testing activities to assess the adequacy and effectiveness of the Internal Controls bitFlyer has put in place and report on this to the EU Head of Compliance.

You will support the EU Head of Compliance to ensure bitFlyer Europe is able to demonstrate it has adequate and effective controls in place to continuously meet the regulatory obligations iit is subject to in the field of AML/CFT and Financial Crime in general.

Tasks and responsibilities

  • Work with Customer Operations and bitFlyer Global AML team to conduct investigations on alerts regarding unusual behaviour and transactions (attempts) affecting bitFlyer Europe customers. Raise the outcome of the investigations to the EU Head of Compliance.
  • Work with the EU Head of Compliance to maintain adequate and effective behavioural and transaction pattern monitoring rules in the systems and tools
    to generate meaningful alerts
  • Work with the EU Head of Compliance to maintain an adequate and effective calibration of the Sanctions screening tool to generate meaningful hits and
    reduce unnecessary false positives.
  • Support the EU Head of Compliance to maintain up-to-date Policies and Procedures in the field of Financial Crime Compliance that reflect current practices and satisfy the standards of bitFlyer Group, and the regulatory obligations on an EU and local Luxembourg level that bitFlyer Europe is subject
    to.
  • Escalate and report findings where necessary and in a timely manner, complying with all applicable legal requirements.
  • Be the point of contact on all associated aspects of Financial Crime Compliance and provide guidance where necessary.
  • Conduct periodic Compliance monitoring and testing to assess the effectiveness of the execution of Policies and Procedures by other departments and teams.
  • Support bitFlyer Europe in managing and responding to Audits and Inspections.
  • Support the EU Head of Compliance in the proper and timely reporting -
    monthly, quarterly and annually - to regulators and authorities.
    ● Support the EU Head of Compliance to enhance and optimise the Compliance program of bitFlyer Europe and to further strengthen its control environment in a rapidly evolving regulatory landscape.

 

Desired Skills

Education

  • Proven qualifications in either Audit, Business Administration, Economics, International Banking & Finance, Law, or Risk Management.
  • Certification(s) in AML/CFT (ACAMS, ACFCS, ICA) is preferred.

 

Experience

Required:

  • At least 5 years of experience in a regulated financial institution - banking, EMI, FinTech, Payments - in Luxembourg or the European Economic Area.
  • At least 5 years of Financial Crime Compliance experience with systems and tools for Transaction Monitoring, e-KYC and document checking, Sanctions
    screening, the filing of Suspicious Activity Reports, FATF Travel Rule.

 

Preferred:

  • experience with Blockchain analytics systems and tools.
  • experience with regular reporting to the Luxembourg authorities.
  • experience with a 2nd Line of Defence role and Compliance Monitoring.
  • legal/regulatory experience and interest in legislative developments, like EU DORA and MiCAR, EBA Guidelines, FATF Recommendations, etc.


Languages

  • Required: English, business proficiency.
  • Preferred: any other European languages, French being a distinct benefit.
